Support using the commit message with PR templates

Feature Description

I want to create a pull request template which adds an additional field on the pull request page, but behaves otherwise identical to the default case without a pull request template.

As it turns out that doesn't seem to be possible, as there is no way to get a textarea field pre-filled with the commit message body when using a pull request template.
