Why are some directories plural and others singular? Can it be unified?

Why are some directories plural and others singular? Can it be unified? For example "api" is singular while 'assets" is plural. Can they all be singular or plural?

It should be noted that these are patterns noticed across many different go packages, i.e. this repository documents per-existing convention rather than rigid rules.

However, if you look at the directories which are singular and plural, you may notice a pattern, which is that those that are singular generally contain monolithic functionality. "api" (for Application Program Interface) represents the totality of an interface. On the other hand, the "assets" directory contains not just many assets, but many kinds of assets. Likewise tools, scripts, configs, etc all contain many separate (potentially unrelated) items. The only two this doesn't necessarily apply to are cmd and docs, however these are also standard convention.
