jsr.io serves `404 Not Found` when `Accept` header is missing

It confuses claude when it is trying to access documentation:

for information, the fix around this was investigated and its not simple.

the problem is we use different accept headers for different content, but this is applied for everything, as google's load balancer cannot do regexp matching, only simple prefix matching. The fix for this would be a long-term change we want to do either way, which is moving to cloudflare for this, where we would be able to handle our scenario with more granularity and be able to avoid this issue.
