This PR enables compilation caching for Swift package targets whenever normal targets have it enabled.
I originally wanted to hook into the
SuperimposedProperties
machinery and propagate it from normal targets similar to the setting for mergeable libraries. However, some aspects ofTargetDependencyResolver
