What's broken?

I am getting the following error.

Error:

could not get docker system info: Cannot connect to the Docker daemon at unix:///var/run/docker.so. Is the docker daemon running?

System Configuration:

I have docker running in rootless mode and the socket variable is set in DOCKER_HOST.
