What is the right way of handling the issue of "The plan text was too large for a PR comment, not all differences may be shown here." when running terraform-plan/terraform-apply?

It is failing the GitHub Action.

There is a size limit for PR comments, so if you have a large plan it will be truncated and that message displayed in the comment. You will need to click the link through to the run to see the full plan. This should not be failing anything though, can you describe what you mean?

I am not using archive_file, but I do have multiple PRs open concurrently (they don't necessarily land in the same order as they are opened) and I think that might be the problem.

the diff is too long, because we do have a bunch of resources which need constant updating (ECS tasks definitions).

I have updated the workflows to version 2, and still happening. Either there is some asynchronous update between the PR comment (terraform-plan) and the merging stage (terraform-apply) from outside (e.g. other PR changed) or some other influence on the PR itself, otherwise I have no clue what is going on.

is there a way I can debug this action in detail?

Set the ACTIONS_STEP_DEBUG actions secret to 'true' and run the job again for debug logs. If you create an issue including your workflow and logs i might be able to help.
