Issue Description

In https://packaging.python.org/en/latest/specifications/pylock-toml/#packages-tool:

the :ref:` pyproject-toml-spec`,

is not rendering the reference as a link. https://github.com/pypa/packaging.python.org/blob/main/source/specifications/pyproject-toml.rst?plain=1 suggests the reference name is correct, though.
