Update major version of chai dependencies

To get Dependabot back on we had to disable major updates of the various chai dependencies: #1168

We should migrate to the next major versions. Should discuss if we would like to remove the Dependabot rule or if we believe we always suspect a major update would cause this issue.

I took a stab at this.
Chai v5 has migrated to ESM, so we need to change the typescript to generate ESM. This will require changing imports across the projects. The change may be extensive but minimal.
