Started failing consistently in every nightly job since last week.

I used to see this fail intermittently but I guess it is consistent now. Also when fixing this, the text:

There should be two references to 'a'.

should be updated to.

There should be three references to 'a'.

Since there is an extra snippet script that also references a now, making it a total of 3 references (the value of 3 is correct, it's just confusing to have the text say 'two').

I could not get this to pass on windows so my pending PR skips it for now https://github.com/swiftlang/vscode-swift/pull/1522/files#diff-6384d0451a93c76f773a9f8619c0931056ad3d6c65a63ccdd6d1b50e5c44c49aR44 but I did shore up the setup conditions for other platforms
