Motivation

First step towards addressing #2167

This PR moves our feature configuration object inside global state, so that all requests and add-ons have access to it.

Implementation

Removed it from the store, put it in the global state and started handling the configuration in apply_options, like we do for all options passed during initialize.

Automated Tests

Moved existing tests around.

How to use the Graphite Merge Queue
