I18N: Add automatic domain path detection for block script translations

This PR implements automatic domain path detection for block script translations.

Currently, block script translations fail because wp_set_script_translations() is called without a domain path in register_block_script_handle(). This causes translation files to not load properly for blocks, even when plugins have proper Domain Path headers.

Solution

Building on #62244 (early get_plugin_data() availability), this implementation:

1. Auto-detects domain paths from plugin and theme headers
2. Traverses up directory structure to find main plugin/theme files
3. Matches textdomains to ensure correct path association
