[Dev] Add Swift component to issue template and PR labeller

Describe the enhancement requested

#14561 adds a swift implementation of arrow to the repo. I have already added the label but it needs to be added to the templates/workflows.

FWIW I removed the Swift component when cleaning up our components before we did the JIRA->GitHub migration. Now, no problem with adding it again, it's always easy to remove it again if the PR doesn't end up being merged (but I would say that updating templates/workflows can also wait until we are sure we are going to maintain a swift implementation)
