[CI][Release] verify-rc-source-windows job is timing out

Describe the bug, including details regarding any error messages, version, and platform.

The verify-rc-source-windows job is currently failing due to exceeding the time limit of 60 minutes for the job. This started with these commits:

• f270643...ef3b0ef

We should probably take a look on whether it was already on the limit before or we have introduced something that has made those builds much slower.

I can't seem to find why it passed from ~45 minutes (last success nightly-release-2025-05-06-0-github-verify-rc-source-windows):
