Description:

Minor gramatical and stylistic changes with aim to meet General style guide. I've used the language of capabilities and features over permissions ("allow") since that seems more friendly, clear, and relevant. Also, I've expanded on what "dataset TLVs" are, as per OpenThread doc language, since I was confused at first.

Just missed the opportunity to review #4306, thanks for adding @lboue! I'm inspired to buy a C6 now.
