Update RGBDS in the Chocolatey package manager

@zemzelett added RGBDS 0.5.2 to the Chocolatey package manager for Windows (thank you for that!). Since then it's evolved to version 0.9.1 and counting. We could look into updating it; see https://github.com/zemzelett/chocolatey-packages/.

We're following the triage process outlined by Chocolatey to become the maintainers of the RGBDS package. The current maintainer @zemzelett was contacted and zemzelett/chocolatey-packages#1 was filed on 2025-05-03.

I'm now the maintainer for https://community.chocolatey.org/packages/rgbds, so will update it by the time 0.9.3 is released.
