GCC Arm and RISCV compiler toolchain

Both GCC ARM (gcc-arm-none-eabi) and Clang for Riscv32/64 (riscv64-unknown-elf) compiler toolchains are not found on azurelinux-official-base.

We will not be able to build our project with latest AzureLinux image on both VM and container. Would it be possible to provide support for them?
