The OTel GenAI semantic conventions have introduces a new span kind for tracing tool executions: https://opentelemetry.io/docs/specs/semconv/gen-ai/gen-ai-spans/#execute-tool-span

SK already creates spans that trace function executions but the feature was added prior to the availability of the OTel GenAI semantic conventions.

We should change the name of the current function span to the name format specified by OTel and add the required attributes to the span.
