[Feature Request]: Add an explicit defaultOutboundAccess property to subnets in all templates avoid breaking scenarios

Feature Description

The latest announcement for deprecating default outbound internet access mentions that on September 2025 all new subnets created with new API versions will default to be private (meaning no default outbound internet access).

We should do the following to avoid any potential issue:

• Proactively update API versions to the latest in all templates
• Explicitly set the property defaultOutboundAccess to true to opt-out of this change

Currently we assign a public IP address to most virtual machines which shouldn't break internet access but if Bastion is used this might break the outbound internet access
