Releases 4.0.427 and 4.0.421 are not present on the Microsoft Artifact Registry: https://mcr.microsoft.com/en-us/artifact/mar/healthcareapis/stu3-fhir-server/tags (also the same for R4 and R5). The latest container image there is 4.0.420.
