Addition of MoM Large Swings report

🛠️ Description

Added a report to the Anomaly report titled "MoM Large Swings". This report compares data from the current selected month to that of the previous month and displays the current month, previous month and delta costs. You can fine tune the report by selecting specific subscriptions, meter categories and delta ranges.

This report requires at least 2 months of cost data.
