UNABLE_TO_GET_ISSUER_CERT_LOCALLY build 4.5.1.6 for win x64

I've had this problem before and usually within a brief period you release an update that fixes it but I've been waiting for an update and haven't seen it. I believe the problem has something to do with proxy services. I'm unable to even download the zip file.

Is there any kind of patch that you can provide to resolve this issue?

The following is from my "SqlToolsService Initialize" in terminal while trying to get the update to sqltoolsservice.

Initializing SQL tools service for the mssql extension.
Note: mssql commands will be available after installing the service.

Platform: win32, x86_64 (Windows)
