Disable "extensions require update" notification counter for extensions with user-specified version installed. #251680

Description

@AstroTheRabbit

I'm currently forced to use an older version of the C# extension since newer versions no longer support MacOS 12 (I'm on an older MacBook which means I can't update to the latest OS version). However, when this specific version is installed, the extension icon in the sidebar still has a "1" notification counter telling me to update the extension. It's a minor issue, but it can be somewhat irritating to have a notification I can't get rid of, and it makes it harder to tell if any of the other installed extensions actually require updating/restarting. I propose that extensions that have a user-specified version installed (i.e. installed via the "Install Specific Version..." option) should not count towards the extension notification counter in the sidebar.

Also as a side issue (I should probably create a new issue for this), "Download VSIX" doesn't seem to be working for me. I get the prompts for extension version, OS, and download location, and the notification saying it's downloading, but no files are created or downloaded at the selected location.
