Working progress in ask mode

In Ask mode, the Working message shows at the top the whole time the response is streaming, then hides, making the response text jump up. I think this is left over from the response title area, and we should maybe just use the same Working progress as Agent mode?

iirc, the reason we have different working messages for agent and ask is because in agent, we scroll the content so the user can see edits being applied, tools, etc (so the working is at the bottom). in ask, we don't scroll because we assume the user is reading as they go, so they will likely still be near the top by the time ask is done, hence, the working at the top.
