Error: The application to execute does not exist: '/agent/bin/Agent.Listener.dll' on Ubuntu 22.04 VMSS instances

We are using version 3.244.1 of the Azure Pipelines Agent which is deployed by the Microsoft.Azure.DevOps.Pipelines.Agent extension. We are using VMSS with Ubuntu 22.04 as the base image in Azure which are tied to Azure DevOps pools.

We control the scale up and down of agents entirely within Azure DevOps.

Looking into a VMs logs shows the following error:

2024-09-22 11:34:03 Configuring agent 
2024-09-22 11:34:03 The application to execute does not exist: '/agent/bin/Agent.Listener.dll'. 
2024-09-22 11:34:03 Build agent configuration failed

We are using default user AzDevOps as the extension controls the agent installation.

Was advised to put in an issue here off the back of microsoft/azure-pipelines-agent#5002
