Create a view for Dominators in the Memory tool

Value: Developers can easily parse the retainers of an object.

Precedent: Chrome used to have this view before, DevTools currently has code that finds dominators to calculate retained size but we don’t expose the view to developers. Firefox currently has dominator view.
