Description

This pull request introduces a new $bulk-update FHIR operation proposal to enable large-scale partial updates of FHIR resources. The operation leverages FHIR Patch semantics, supports the FHIR asynchronous processing pattern, and allows expressive resource selection using FHIR search parameters. It is designed to operate at both system and resource-type scopes. Below are the key details of the changes:

FHIR Team Checklist
