Issue with "Using GCC with MinGW"

For most windows computers step 7 in this tutorial needs to take place before step 4 of this tutorial. If you do not add MinGW-w64 to your path before trying step 4, the computer will not recognize the command. Please reorder these steps!

@komoniz The pacman command is run in the MinGW terminal, not the regular Windows terminal, and it should without step 7.
Step 7 is then for updating the path in the Windows terminal.
