Terminal suggest often doesn't return anything on Windows for windows pwsh

Repro:

1. Windows
2. Windows PowerShell
3. Type out git checkout or git checkout m
4. Press ctrl+space/escape a few times, focus out and back into the window, etc.

Right after above using escape and ctrl+space:

Windows is not the first-class citizen
