Add native GitHub Copilot usage dashboard in VS Code

Description:
With GitHub Copilot now implementing usage limits for users, currently users need to visit the web portal to check their usage statistics. I would like VS Code to provide a native interface where users can view their real-time Copilot usage information directly within the editor.

Proposed Features:

• Real-time usage statistics display
• Monthly quota information
• Usage history and trends
• Easy access from the editor interface
• Support for different Copilot plan types (Free, Pro, Enterprise)
