Feature Request: Add features request issue template

Description:

Adding a dedicated issue template for feature requests encourages consistency and clarity when contributors or users suggest new features and improvements.

Problem
Currently, only a bug report template exists. There is no structured way to submit feature requests, which can lead to incomplete or unclear submissions. This makes it difficult for maintainers to categorize and address feature-related issues

Solution
Introduce a separate Feature Request template to clearly distinguish feature suggestions from bug reports. This will help maintainers:

• Quickly identify and separate feature requests,
• Help contributors and provide well-defined suggestions from the community.
