Reason for request

tldr: PyPI account never had a verified email address.

I tried to create a PyPI account and it informed me that my email address was already in use. When I tried to recover the account, it said my email address was never verified so I have to go the manual route (file a ticket). I don't know the PyPI username so I put my email address. I don't recall making a PyPI account but that doesn't mean I didn't make one ages ago.

You did create a PyPI account with the email address you provided. Because 2FA was not enabled with your account, your email address became "unverified."
