The new submodule version has a patch for optionally disabling
the rebinding of the QOpenGLWidget FBO.

Bump qtbase submodule to v6.5.3-5.

The submodule has a cherry-picked patch that fixes shrinking windows
on Windows.

Update qtwebengine submodule to the latest v6.5.3-4 tag.

I patched ./src/3rdparty/gn/src/gn/escape.h and moved the v6.5.3-4
tag to the latest commit.

Update qtbase and qtdeclarative submodules to v5.15.2-22.

There are no code changes in the qtbase submodule between v5.15.2-22,
v5.15.2-21 and v5.15.2-20.  But this commit sets the qtbase submodule
back to the non V3 version.

qtdeclarative v5.15.2-22 has a patch cherry-picked from upstream that
fixes mprotect errors on Rocky 9 and other Linux distros when Houdini
launches.

Bump qtbase submodule to v6.5.3-3.

Update qtbase submodule to v5.15.2-20_v3.

Update qtbase submodule to new v6.5.3-2 tag.

I committed a header view styling fix to qtbase.
