Clarify the process for reporting bugs

Right now, a "bug report" is an issue that:

• may have been filled through the "bug report" template
• may be of "Bug" type
• may have the "bug" label

I suggest to:

• update the "bug report" template to use the "Bug" type
• enforce the use of the bug type instead of the bug label
• remove the bug label

Let's go for your changes. I just bulk added the bug type to issues labeled bug and removed it.
We should probably do the same for enhancements.
I haven't found how to enforce the bug type like you said any pointers ?
