[Time Picker] Period Automatically Switches to PM

🐛 Bug report

Time picker component always changes period to PM when changing hour. This does not occur when altering minutes.

💥 Steps to reproduce

1. Create default time picker implementation
2. Set an AM value
3. Change the hour
4. Note how the period changed

🧐 Expected behavior

I would expect the period to remain the same when changing the value, not automatically swapping to the current period.
