Set `postpone-cut-over-flag-file` via an interactive command

Thank you for this great OSS and to all the maintainers.
In my use case, I needed to specify the `postpone-cut-over-flag-file` after the process had already started.
I'm not sure if this would be useful for others, but I'll go ahead and create a PR.
