Limit the amount of notifications sent to 5-10 #1881

When using multiple probes (hundreds) where all services resides behind the same infrastructure, when there is an infrastructure issue, we get called, receive text messages and emails. That said, after 5-6, we know something is up and are most likely already working on fixing the issue - and it is very distracting to receive many notifications non stop. It also cost quite a bit for sms/calls.
Describe the solution you'd like
Bulk notifications - when many services fails to respond, it would be nice to automatically create a maintenance schedule, alert the techs for 4-5 incidents and then leave it as is until we manually clear out the maintenance. This also forces technicians to write up what happened - which is then sent to subscribers.
