What steps will reproduce the problem?

1. Follow steps for removing MPS cache per FAQ

What is the expected output? What do you see instead?

Upon Apache restart, MPS recreates "files" directory with apache permissions, 
yet "cache" directory is re-created with root permissions. No MPS processing is 
observed. Reseting "cache" permissions to apache, even while apache is running, 
fixes it.


What version of the product are you using (please check X-Mod-Pagespeed header)?

0.9.17.3-679

Fedora Apache worker MPM
