along the same lines as #3033 recovery throttling is very frequently used in production for cluster stability. we should use it by default as well to prevent usually unexpected impact on search performance due to recovery operations.

To prevent to extensive resource use during recovery we use
recovery throtteling by default to prevent unexpected peak load
on clusters. The default is set to 20 MB/sec.
