Reflectometry Q Conversion

This ticket is blocks : TRAC5452, TRAC5457, TRAC5458

Tim wants to generate MD workspaces with outputs of qx, qz. The algorithms rely on being able to properly distinguish between Theta input and Theta output. Qy is ignored.
