If UNITS action is inserted after initialization of PLUMED (e.g., using cmd("readInputLine","UNITS ...")) the new units are not taken into account.

It was raised here by @tonigi.

It is actually not difficult to solve, so I will fix it in PLUMED 2.4/2.5/2.6.

Notice that this is unrelated to #571.
