Does the postgres-operator connect to the database during provisioning?

Does the postgres-operator connect to the database during provisioning? As in when an instance is created, does it have to establish a connection to bootstrap the database? Or does the instance manager handle all of this?

In general, does the operator need connectivity access to the database pod or does it just communicate with the API server?

For some reason the operator is unable to connect to my cluster to create users/roles 😞 Any ideas?
