Windows Runner - cannot download file using PowerShell

Hi,

I have a zip file on a hosted web server, which I need to download (and extract and use) by the windows-runner.
The file can be accessed freely via HTTPS, no credentials needed.
It is part of a workflow on windows-latest that uses PowerShell.

But no matter whether Invoke-WebRequest, Invoke-RestMethod, or Start-BitsTransfer is used for download, the command usually times out. (From time to time it works, but this happens rarely.)

Here is what Invoke-WebRequest says:

When I fetch the zip file via desktop browser, it is downloaded without any problems.
Also works when Invoke-WebRequest is called in a local desktop Powershell window.

When the request times out, there is no access entry in the log file of the server.
It seems that the request doesn't even reach the server.

I have no more idea how to debug this case.
Can it perhaps be a DNS problem?
Does anyone have a hint for me? Thank you very much!

So it seems that my hoster just generally inhibits calls that come from GitHub (runners).
I found a different place to store my zip file, and everything works now as expected.
