Version 1.4 Update to reduce oscillating patterns

Only one 1.4 chip is needed in GOL array to stop oscillations.
One 1.4 will monitor up to 16 historical snapshots looking for 
identical patterns.  After 50 such comparisons, the 1.4 board will inject
a random pattern resetting the array.
