Modify the badges library so that we can track achievements that haven't been awarded yet #31

Right now badges don't exist as far as Sash knows, until they've been awarded. We want to be aware of badges that haven't been awarded so that we can show users how to get them.

This will require updates to sugar-badges as well. We will need to consult with @DAWacker or @decause to see if they're okay with us working in that repo as well.

Sounds like a good idea to me, but @DAWacker is def the one to talk to.
