Customize poll per project #1110

We should be able to customise how frequent the poll should be per backend via the project.settings page, that you can configure via squad-client.

Currently the polling is hard coded to one hour here:

https://github.com/Linaro/squad/blob/v1.51/squad/settings.py#L351
