I +1 this. Definitely need something like that. I'm not a developer but I'd love to make it if I could.

You can already do that with file managers. Some will allow you to setup a ftp server on your android phone. You can visit the ftp url from your PC and download what you need.

You could do the same on a PC (e.g. node http-server in the dir you want to share) and download the files by visiting the server url on your android phone.
