Sort items in workspace symbols request from the current package first

When returning items from the workspace symbols response, we should list symbols from the current package first before listing symbols from the package’s dependencies. It doesn’t seem to matter for VS Code, which applies its own sorting but the order we return the symbols in might be significant for other editors.
