Completely disable the menu bar #776

I just tried out Cairo Shell and basically I like it. What I don't like is the menu bar and I wonder why there is no way to completely disable it?

Describe the solution you'd like
Step 1: The user should be able to decide that he doesn't want the menu bar showing up at all.

Step 2: If the menu bar was disabled, it would be nice to have the task bar show notification icons and clock.
