Implement the initial CLI command functionality. Initially it should support primitive functionality such as being able to view accounts, keys, status, send txs, and interact with the rest of the SDK modules.

@vaibhavchellani this is currently not implemented. I have a WIP branch that has not been pushed yet. Do you have questions or thoughts?

EDIT: Also, this issue is to implement the bare-bones/MVP structure. Just starting a daemon with a TM node.
