When reviewing the get-account-authorization-details file, the inline policies in UserPolicyList do not contain a Version element. I suspect this is also causing the policy scanning to short circuit.

That's strange. I just tried to reproduce this but I see Version in my tests. I create some users with short inline policies using the editor.
